After watching the video carefully I believe the driver is white or Hispanic. Definitely does not appear black. You can see his arms. The passenger appears to possibly be a light skinned black. You can see him in the mirror.

I've done a lot of walking, but, have yet to see a bicyclist hit a pedestrian on a sidewalk. I did see one on the sidewalk, years ago, hit the ground after his wheel caught the curb when zigzagging around the old man, but, he dusted himself off, carried on. Still see a lot of bikes on the sidewalks in Kitchener - a couple last evening. And, I would never ride a bike on anything but a side street, and otherwise take my chances (with a warning if ever) on a sidewalk.
