Yes, it all makes sense until you get to Nevada. Nevada remained steadfastly almost 100% smoking in the slot areas, with no end in sight today. Even during the mask mandates, smoking was still encouraged. There has been somewhat of a shift away from table game smoking, but I don't know the proportions. Possibly that was inevitable anyway.
In the civilized world, major operators are now voluntarily smoke-free with no apparent regrets. Foxwoods and Mohegan in CT. Soaring Eagle in MI. Yaamava in CA.
But they seem a little ashamed of it. In my experience, it's hard to find smoking policy on casino websites.
