The Player thinks he's getting a free drink and the Casino gets say $2,000 from that Player when they spent $5 for that drink.. Forcing people say $20 for a chance to lose their money is a bad business model. Customers will go to the resort where they can lose their money for free, not have to pay an extra $20 for a chance to lose their money. Customers vote with their money.
