College football ruled question

In college football, as soon as the player possessing the ball has a knee down, he is ruled down and the play over.

So my question: on a field goal attempt, why isnt the holder ruled down (and play over) ad soon as he catches the snap for the field goal attempt?

Rule 4, Section 1, Article 3b:

There's an exception built into the rules for this.

Thanks mission. I figured there was something to this effect, but just didn't feel like looking through the rule book.

In other news, the rule book is TOO big and growing bigger all the time with all these new rules. Yesterday, I watched two pro games that had penalties on damn near every play making them just unpleasant to watch. Sad! :(
