Personally, I hope that nobody gambles in any of the localities doing this whatsoever, but I'm sure that's ridiculously optimistic. Revenues aren't even going to drop off to the point that this move costs the townships money, in all likelihood.
You'd think the actual state would be against it, though. The state regulates the VLT's and that tax hasn't gone up, so anything that could potentially result in a decline in revenues (such as fewer people playing) basically costs the state directly. Players will also generally lose whatever amount to play with faster, and occasionally, a lot faster...but the revenue will be off compared to what it might have been as the penny per spin of the player's bankroll is getting sliced right off the top.
