Shooting update
It now seems that Paddock shot the security guard before, not after he'd slaughtered the innocents.
The guard heard a drilling noise in Paddock's room and was then shot; immediately after this Paddock started on his killing spree.
This implies that he was forced to start shooting out the window(s) earlier than he'd planned, but then how much longer could he have waited?
Wasn't the concert almost over when he started killing people?
It just doesn't make sense, but then again nothing about the incident does.

The key question is why did it take so long for police to respond after the security guard was shot?

This could be a big break for MGM so far as potential liability.
Not even the smoothest tongued trial lawyer could convince a jury that MGM was negligent in responding, given the fact that the first anybody knew a shooter was in the room was when the guard was shot, and that Paddock started shooting out the window almost immediately thereafter.
I don't see any basis to hold them liable on any other theory such as failure to inspect luggage, breakable windows and the like.
No, I believe the victims will go uncompensated, except for whatever can be gleaned from Paddock's assets.
