They seem very obsessed with NOT allowing this at Harrah's New Orleans anymore, so I think hosts are fairly powerless on this issue. I know that some hosts have bent the rules for you before...

Apparently Harrah's New Orleans was still giving people RFB comps when they had RCs left.

No more.

Starting 1/1/2015, you are supposed to use up all RCs before getting any RFB.
