The Indian casinos and the California poker casinos are split as to who and how online gaming should be run.
Let's not forget Nevada gaming interests which blocked an expansion California caisno gaming about ten years ago. It is likely that Nevada will try to make a deal to have some kind of joint online gaming deal with California -- just like there are attempts to have a joint online gaming deal with New Jersey.
I would be very surprised to see all of the Indian tribes and the California poker rooms reach some sort of unified deal. And for that reason, I am not sure that California will be quick to legalize online casinos and online poker.
I also think that the Nevada casinos will do what they can to delay California online gaming until they are pretty certain to have some kind of connection or link to the California gamblers. Nevada casinos fought the expansion of California casinos and I am pretty sure they don't want Californians also having the option of online casinos instead of making the trip to Nevada.
The question really is will Las Vegas casinos allow any competition it doesn't have a hand in?
And will Californians, which voted to block an extension of brick and mortar casino gambling ten years ago -- and this past November voted to keep an Indian tribe from building a casino on non-reservation land -- favor online gambling now?
