I'm not saying this to insult you -- just to let you know that even if you are in the top 10 there is a limit as to how much a casino will shell out.
Just a quick story: a couple of years ago the best steakhouse at Caesars Palace was Nero's. I had a reservation with my wife and even though I was 7 Stars with close to a million tier points, I had to have a reservation and I waited for my table. As we were waiting by the hostess stand a young guy pushes through the crowd to reach the hostess stand and he says "I'm a 7 Stars, table for two please."
Hostess: Do you have a reservation?
Guy: No I don't. I'm a 7 Stars player.
Hostess: I'm sorry, you need a reservation.
Guy: What are you talking about? I'm a 7 Stars.
Hostess: I'm sorry, we don't have a table available.
So the guy looks at me and says "in Atlantic City this would never happen," and he holds up his 7 Stars Card.
So I reach into my shirt pocket and I pull out my 7 Stars Card. And I say "this is Caesars Palace. Look around. Just about everyone here is a 7 Stars."
And the reality is, at a casino likes Caesars or even at Rincon there are lots of 7 Stars players. I've been told that Rincon in San Diego has the highest percentage of players who are 7 Stars of any casino.
Now, getting back to your problem. Perhaps you are overcomped? Or, perhaps this host is just a jerk? I think Dan's advice is spot-on: go to the highest level boss you can find and state your case.
