The article mentions Genting wanting to have a casino in/near downtown Miami and that is a real long-shot. While there are Indian casinos in the state, gaming in Florida has never made significant headway.

I remember when a "dealers school" in Miami was raided by the police because it had craps tables for dealers to learn craps. They were considered illegal and were smashed. This was in the late 1980s when casinos were being talked about, and the dealers school wanted to train dealers for the Caribbean casinos and the nearby Bahama casinos.
