Are there casinos with particular rules or limits on dealer bets?

When Caesars Palace had the Fire Bet on craps, bets for the dealer on the Fire Bet were limited to a maximum of $5. This means if six players wanted to bet $1 each for the Fire Bet for the dealers the maximum that was allowed was $5. And the extra dollar? The dealers would place it as a hardway, or a passline bet or return it to the player with an apology that they couldn't accept it.

At Bellagio I asked if there were limits on dealer bets for the Small, Tall, All bets at craps and I was told there was no limit.

Any info on other games and other casinos?

I thought it unusual that Caesars limited the Fire Bets for the dealers, and when it first happened dealers openly complained and discussed it at the table. I can't understand why the casino would limit dealer bets.
