Some more info on this: the dealers' envy bet does not detract from the player's payoff.
For example the pay is 40 on the 2 for the player and it's 2 for the dealers. It appears to be a reward for the dealers if the bet wins and it might be an incentive for the dealers to book and monitor these bets.
I have never seen envy bets for dealers before on any game.
To be sure everyone understands: the envy bet pays the dealers when the player who makes the bet wins the bet.
I think it's a pretty cool idea, perhaps brilliant, from the casino. I don't know what the HE is on those bets, but I think it's likely the HE is a bit higher than normal. They could be offering the player 42:1 (if I read that right, Alan), but instead offer the player 40:1 and dealers 2:1. Effectively, player is getting shorted.
So it's a built-in tipping mechanism AND gives dealers (maybe?) strong motive to push those bets on players -- which is a bonus for the casino's bottom line. Not to mention, I think players tend to have a bit of comradery with the dealers when they both win. The player feels good about getting the dealers some extra $, making them more likely to keep betting it. Plus, you won't find Rob Stringer within a thousand yards of such a side bet.
RS__ the payoffs at Caesars for the players match the description in Wizard of Odds. It appears that the envy payoff for the dealers is strictly a bonus/incentive for the dealers. Yes, I think it's a form of compensation for the dealers for the extra work, and also an incentive to push the bets.
