There are always far more handicapped spots (by law) than actually needed. That's why you never see all of them filled in any lot, unless people are parking in them illegally.
I do think it's hilarious that some gambler at Suncoast bitched to them about being ticketed. When you park in a handicapped spot, you're gambling, and this person apparently lost. Tough luck!

Had a case a few years ago where we represented a large condo association. This particular development gave each unit owner one dedicated parking space. A handicapped woman sued because there were not enough handicapped spaces. Well--there couldn't be. Each unit owner got one space. We offered to move her space right to the door but she insisted there be twenty something handicapped spaces to comply with the law. The judge could not see the distinction that these were not public spaces but rather were owned, by deed, by the unit owners.
So we did what we usually wind up doing when the judge is an idiot--file bankruptcy for the association and the lady doesn't even get her closer space.
Sometimes the laws make no sense.
Always more then needed except in Florida my mom has a perm placard she's 70 with back surgery and just had first of two hips replaced. I can tell you Florida and here in AZ no such thing usually as extra HC spots with all the retirees

Scroll down a bit and it shows criteria for having a placard or plate. One of them is if you can't walk 200 feet without resting.
Cripples should stay home and out of the rest of usun's way. Nothing more annoying than to get stuck behind a peg-leg or copd turd with oxygen or in a wheelchair when walking thru a store or casino.
