I can theorize two reasons.

(1) To discourage the homeless from congregating (good luck with that), and

(2) To drive all who are thirsty into a commercial establishment (hello, casinos) in order to acquire a salutary, thirst-quenching beverage.

#1 is ill-conceived and has been proven to be ineffective in discouraging the homeless from lingering in Las Vegas, and #2 is a blatant example of commercial exploitation (no surprise there).
Good idea in theory, poor idea in practice.

There would never be enough water fountains for all the hot/thirsty tourists. There would be big lines for these things and it would back up foot traffic.

Plus they would get dirty and nasty fairly easily.
