    Mission, do you know the manufacturer's of the machines in West Virginia? For example, with Oregon's video lottery the manufacturer's are Spielo, Bally, WMS, IGT.
    Spielo, Bally and IGT for the parlors; the casinos have the full range.
    The Spielo's might have advantage games on them.

    With the Illinois Video Lottery I found machines in the bars, restaurants, gas stations, truck stops, and then there were the stand alone businesses. No matter what the venue you would find 5 machines and a cashout kiosk. So not much space required.

    The stand alones were usually located in the strip malls. There would be one attendent with no a lot to do since you put money in the machine then cashed it at the kiosk. But they might sell cigarettes and snacks.

    There were advantage plays in the Illinois Lottery. I used google maps on my phone to find the bars and restaurants and cruised any strip malls I came across looking for the stand alones.

    In some of the stand alones I would see signs declaring how much they payed out the month before, like

    "WE PAYED OUT $540,000 LAST MONTH!!"

    I never seen a sign lower than 500K. This with just 5 machines. I took the sign to mean that was their coin out. With the games being around 92% payback that would mean a total wager around $580,000. And a gross profit of $40,000.

    There are three entities that get payed in the Illinois Lottery.

    The state gets 30% of net win.
    The route operator get 35% of net win.
    The business owner get 35% of net win.

    So the state gets 30% of 40K, or 12K
    The route operators get 35% of 40K or 14K
    The business owner gets 35% of 40K or 14K

    The operator supplies the machines and maintenance.

    The business owner pays the rent, utilities, insurance, maintenance and labor. Not to hard to do on that kind of gross with that small of a business.
    That's pretty similar to the West Virginia system of doing things.

    Originally, private businesses were permitted to have five machines, but they can now have as many as seven. Organizations (such as fraternal) can have as many as ten machines.

    The main places where you would expect to find machines and would find them are in bars, of course. In a few towns, it would be unusual to walk into a bar and NOT find any machines...in one county, that room is the only room in the bar where you can legally smoke. There's one sizable city in particular that has something in the neighborhood of twenty bars---and only one of those has no machines.

    The other main place is places that are primarily cigarette and beer vendors. Lots of tanning places and coffee shops also have them.

    Unusual places to find them are laundromats (I've only known one laundromat to have them, but it's a brilliant idea---I had the idea before that laundromat opened, for the record) and sometimes convenience store franchises/gas stations will have a separate room. With that said, most gas stations do not have them.

    I don't know about Illinois, but West Virginia has a TON of standalone places that basically do nothing except give away free coffee/pop/snacks, sell cheap beer and operate their handful of machines. It does hella good business. They're pretty popular in the towns where there are no casinos and have a huge market even in the towns with casinos...just because some people like gambling without all the noise of a casino.

    The last time I checked, the tax rate on the Limited Video Lottery revenues was 52% before any other applicable taxes the business would have.

    I know that West Virginia does not provide the machines and they are either leased/purchased from certain operators. I don't know the inner workings of that, except one entity is pretty well-known for floating loans to cover jackpots (if the location can't, even though it's technically supposed to have enough cash on hand anyway) and then they will just take a cut of revenues than usual until the loan is paid off. Interestingly enough, they were also involved in some of the illegal machines that floated around that particular area in the 90's, as WV authorized these types of parlor locations in 2001...I think it was.

    I don't know how it works with the actual operator and the physical location, but I would guess it's maybe an even chop. I didn't ask the guy for any specifics on that, but maybe I should go find someone I can get talking one day...that might make for an interesting article.

    Definitely agree with the last part! The employee and physical operating costs on that scale have to be next to nothing, especially if you own the physical property outright. You'll see a lot of, "Chains," for lack of a better word, smaller, but similar to Dotty's. The biggest two in Northern WV that you'll see a lot are Gumby's and Geno's.

    ADDED: And, all of that is what makes it so crazy to me that PA would not legalize/regulate something substantially similar. It's a venerable gold mine, as far as state revenues are concerned.
