I may actually have a first-ever complaint to the NGCB soon, but I can't discuss it right now, because I am still in the process of negotiating with the casino involved, and don't want to turn it into a public spectacle. I will share the entire story if I do end up taking this to the NGCB.
While I agree that it would be fair to award Dancer the theoretical cash value of the $2400 in freeplay on the same machines he played to earn it, I don't believe Nevada state law supports such an award.
The NGCB definitely would not force a casino to let a player run his earned freeplay after being banned, nor would they force a casino to transfer freeplay to a non-banned player (in fact, I believe the latter is illegal).
Could they force the casino to award a reasonable cash value for the earned freeplay? Yes, but in this case the freeplay already has an established cash value, and Dancer himself admits that he was aware of that value, and in fact was planning to cash it out once he hit Chairman level, erroneously believing that it would allow him to cash it out at a 1:1 ratio. It turns out that Dancer was given incorrect information, and the value is only 50%. But Dancer can't prove he was given the false information (even though I believe he's telling the truth), and the NGCB will probably tell him that he can cash it out the same way any non-banned patron could.
Now, if the caisno assigned some ridiculously low cash value to the points, such as 5%, then Dancer would have a case that they were providing a cash option that no sane person would ever take. However, 50% is a common enough cash value figure to where the NGCB will probably tell him to simply cash it out at the going rate, and be done.
I am interested to read how this story ends.
I'm actually rooting for Dancer here, and I admit I would also be pissed off if I were in his shoes.
However, I don't see him winning this one.
As I said, he would have a much stronger complaint if the casino simply confiscated the points and banned him, as they would be taking something he earned through past play.

There is one other interesting element to the Dancer article.
He talked about "getting something on the way out the door", referring to a casino kicking you out and clearly refusing to alter their decision.
I believe this is the correct approach to take.
If you want to maintain a good relationship with a casino, it's better to negotiate with them and attempt to solve your issues internally, rather than to run and report them to gaming. This is especially true if you are APing at the casino, and want to return there for future opportunities. It's also true if the casino is somewhere you want to continue visiting, such as a major property where friends often hang out.
However, if you are irreparably banned, then yes, it doesn't hurt to go for whatever you can, if you feel like the casino screwed you in some way.
So Dancer is basically saying, "I don't typically go to the NGCB because I don't want to make my relationships worse with casinos, but if I can't go back to the casino, then I'm much more willing to do so."

Amazing that more people don't see this. Dancer typically uses these two-part/drawn out articles to get others to comment before he makes up the rest of the story, as favorably sounding as possible, of course.
He wants this whole episode to sound like he REALLY got screwed when in reality, the total true facts will never be told to anyone in an article or in a forum. He already knows the collection of idol-worshipping "AP's" like mickey will be on his side regardless of how many holes he produces. The rest of us are far smarter than that. That's the part he doesn't like.

I think in this case Gaming made the correct decision based on the details of the complaint and the club rules. Obviously how Bob ended up at this point is a totally different story.

I feel those regulations should be changed though. Just because a casino deems $2400 worth of points to be worth $1200 in cash doesn't mean that the $1200 is true value.
I was alarmed that Dancer flat out lied to the NGCB and claimed he was a "beginner" and not an advantage player. I think they realized he was an AP, and this just made him look dishonest. He could have admitted to something closer to the truth without directly saying he's an AP, such as something like, "I'm not really an advantage player, but I'm experienced enough to know how this sort of thing works." Calling himself a "beginner" was an insult to the agent's intelligence.
I'm also surprised that Dancer honestly believed that it was possible to transfer his freeplay to a third party. Zero point zero chance that would ever be allowed, either by the casino or by Gaming.

And it looks like Pepp is now banning players off their properties instead of just pulling cards like they used to do. Except, I remember a case about ten years ago at the Pepp/Reno. There was a quarter Bonus Poker progressive bank where the meters weren't resetting. They just kept going up. It was a five-meter progressive. The Pepp had issued some W2-G's on 4 Aces before they snapped to it. LOL! They 86'd some players over that one. I wouldn't have used a card.
