"Tax on the stupid" isn't what's going on here.

It's flat out deception, and unethical business practice. Being familiar with Vegas, I know what to roughly expect for all the resort fees there. But the average consumer won't necessarily have that knowledge.

Resort fees are all over the place now -- not just Vegas. For example, I would have no idea what to expect for the resort fee if I went to Dallas, or how prevalent they are there. Does that make me stupid?

These should be illegal. Excuses should never be made for corporations attempting to mislead the public regarding pricing.
