Just like what happened in 1996 with Bill Clinton's executive order that got shut down by the courts when he tried to discourage strike replacement from federal contractors. The court found his executive order was not consistent with previous legislation as in the National Labor Relations Act also know as the NLRA. This has been my point all along with executive orders and why if you have an actual brain you will make a killing on private prisons. ALL executive orders need existing legislation to be valid or it will be eventually struck down. It took Clinton's initial executive order 11 months before it was struck down and Biden's prison executive order will also be struck down.
