It's part of the process. That's what they do when they gentrify any bad/semi-bad neighborhood. Properties are bought, and businesses which don't fit the new mold of the area are either destroyed or given a facelift.
Basically they need to get rid of whatever is causing scummy people to mill about the area, and then replace it with high end stuff (or at worst, close it off completely).
You can't just drop something like Resorts World right next to Circus Circus, in the long-rundown area of the north strip, and expect people to want to walk around there. They're looking to compete with Bellagio, Aria, and Cosmo, all of which have much better locations.
