I've made the argument forever that this stuff is actually quite concerning. The simple fact is that beforehand there was always some layer between the leader(s) and the ones told to do the killing. The killers could simply say no due to their ethics/concerns. That is no longer the case with this. Robots have no repercussions that would ever tell them to say no. In a sci-fi book, sure.

So with these robots it becomes a whole different thing. You want to wipe out a whole block? The things could camp out and observer for many days in perfect stillness. Want to clean that meddlesome ghetto out? get a set of these bad boys...

This could easily enable the capital class to completely control the world. Have the robot shooting dogs take out those ghettos which are nothing more than a drain... who knows. Just riffing after big vaporpen hit. But literally you collected a large amount of these.. say they got the cost down to 100k each. 100 million is 1000 of these things. They shoot near perfectly. They'd have to bring out tanks.

I guess they still need recharging .. but that can be done by returning to a well-guarded charging station in time.
