I had a friend who drove cab in State College (Penn State) for years. He liked it because he got paid New York City rates while driving in what he called a "country club town." In other words, very little danger.

Anyway, the problem with Penn State is that it's very expensive. Students don't have much money by the time they pay tuition and housing. As far as state-related universities go, Pennsylvania is bad in terms of tuition expense. And the apartments in State College cost a fortune. Bottom line: tough to get students to tip much. My friend was not much racist for the middle of the state white folk context of PSU, so black students often asked for him. Again, the problem was -- he didn't get many tips, and he surely didn't get many tips from black students.

So he wanted some sign he could put subtlety in the cab to prompt tipping. He came up with, and I thought it was Dave Chappelle brilliant, "Don't be niggardly. Tip your driver." On a small sign in the front of the cab. Now you know 90% of black students did a double take when they read that sign. I never did find out if it improved the tips, but I still say it was a clever idea.
