The Choice Privileges, of which I'm a diamond member, mid range and up hotels, Comfort, Quality, etc., have hot breakfasts. They shut down for the pandemic but most are back on line now. I don't use them so much nowadays but when I did I never seen anyone questioned about eating breakfast there. It would be very easy for anyone to come in and eat.

I don't think I would bother with rolling luggage in. That to me would actually be questionable. What would someone be doing rolling luggage in at 8 AM when check-in isn't until 3 PM?
