The narrative that is perpetuated by people who think that the purpose of a protest or rally will determine if the virus spreads or not. The narrative that is perpetuated by people who claim that the repercussions of the lockdown, despite their nearly infinite complexity are somehow able to be modeled. "If it is impossible to comply with the rule, then the virus won't spread".
This is where it gets interesting and it isn't so cut and dry.
It's complicated but hospitals get more money if they have more Covid Patients and even more reimbursement if they are on ventilators.
Of course nobody is padding the system to make more money... right??
