One post you made in this thread actually piqued my curiosity...did you imply that, in Oregon, a person could serve a Civil Complaint upon someone else without actually filing it in the court and there could be a Default Judgment granted if the party served does not respond to the complaint within a particular amount of time, or did I misunderstand what you meant?
