You can look at legitimate data on "cyclones" and see a clear trend upwards over past 20 years. The "major hurricances" is not exactly the frequency of hurricanes. Insurance still has to payout large amounts on smaller hurricanes. I agree it isn't specifically clear and I can't readily find data on FL alone outside of "major hurricanes".

HOWEVER, the fact you give here (assuming correct) does not say it was good for FL. You'd need to add up economic damage, which happens amongst minor hurricanes too.
