Not sure what Ambassador Elite is good for, but with President's Circle I may rent a less expensive basic car I believe, and then just pick up about anything in the President's Circle area.

Or at least that is the way it works with Caesar's Seven Stars match that got me Executive Elite at National Car Rental.

However, I typically just use HotWire to find the least expensive rental anyway which is strange that even the least expensive car at National or Hertz (which I may use free to upgrade to any vehicle) still winds up more expensive than just paying straight up for a mid sized SUV at HotWire.
As someone who has been a Presidents Circle member at Hertz for years, I agree it’s almost worthless. The main benefit is the cities that offer your choice in a designated area. But for the most part these are middle sized cars and small SUV’s. The true good stuff is still in designated areas that you had to pay for a reserve. And the “free” 1 level upgrade is almost worthless because of the large amount of levels they offer.

And as you said, Hertz is higher priced that most others as well. One trick is to look at pricing if the city has a choice area (you can research it) and book the lowest cost option, you will still get sent to the Presidents choice area.

Another advantage over Hotwire is knowing you will save time with your status just walking up and getting in the car with a short stop at the gate to show ID and them trying to sell you fuel. I just don’t have the patience to risk getting an agency where I have to stand in some long line to save a few bucks. Actually surprised you are ok doing that. Time is money.😀
