Why all the fuss? Most on this forum who get any amount of free play won't and can't simply get up and leave after once-thru anyway--esp. someone who makes 40 trips a year. If you're one of the savvy ones who doesn't allow the casinos to control you however, then free play always equals profit.
It pays 2-for-1. That's how every machine I've ever seen works (that I know of / remember). When you make a $5 bet, your credits immediately go down, even before your wager is resolved. Once it is resolved (if a winner) it pays 2.
Here's how I figure it:
If you hit red you get $150 cash less the $10 on zero. Your win is $140. You started with $300 free play + $10 cash.
If you hit black you get $150 cash less the $10 on zero. Your win is $140. You started with $300 free play + $10 cash.
If you hit Zero you get $350 cash less the $10 bet on zero. Your win is $340. You started with $300 free play + $10 cash.
How is this a 98% return?
You get your original wager back.
Just like VP...you bet 5 credits, you hit JOB...you get 5 credits back. The machine says "win 5" but it's not a win...it's a push.
You bet 5 credits and hit 2 pair...you get 10 back...the 5 you bet, plus the 5 you win.
The machine says "win 10" but you didn't win 10...you won 5...because 2 pair pays even money, just like red or black in roulette.

That's the same as the Direct Bet coupon for table games.
But say you have $500 FP and play one 5-credit hand of VP on the $100 machine.
You hit a pair of face cards, you win $500 and can cash it all out.
You hit 2 pair, you win $1000 and can cash it all out.
You play video roulette, same thing.
You bet $250 red & $250 black...if EITHER red or black comes out you "win" $500 and can cash it all out.
When you bet your own money, it's a push...but with free play it's all a win, because you risked nothing.
