I am not guaranteeing that someone with a new TR card who runs $10k of coin-in will get offers identical to this, but it's definitely worth a try.

This person is again getting nice offers for returning ONCE in 2016.

Alan, you are also dismissing the real possibility that someone running $10k of coin-in will WIN. You're acting like they are risking, $10k, which they are not. If you run $10k of coin-in at $1-per-credit VP, the absolute WORST you will do is in the neighborhood of -$4k, and that would be highly unlikely.

Someone who runs $10k coin-in at a 99% return machine and does NOT hit a royal will still only average a $300 loss.

I think the problem here is that Alan is still of the mindset that comp offers are earned, when in reality they exist to bring you back to the casino. This is why they are so inequitable and often "unfair" to regular players.
