Years ago before we had casinos in Illinois, there was talk of having VLT's. While gambling and therefore real slots or VP was illegal, states that had lotteries were trying to squeeze VLT's under the lottery exception. My group formed a corporation named VLT, Inc. to try to monopolize the use of the name. We then tried to get zoning approval to operate in a sports bar type facility. The local alderman suggested that I meet with his "associate" regarding zoning. She wanted $20,000 to get zoning approval. We signed the lease and delayed paying the 20K until VLTs were legalized. Alas, they weren't. That associate became a well known judge.
