Might have something to do with the Muslim prohibition of gambling, but then again the religion prohibits drinking alcohol and this place has lots of bars filled with booze.
I get the impression that Dubai is where the well-heeled Arabs / Muslims go when they want to party and let their freak flag fly: sort of like they view London.
