AP's (specially black jack and other table games) don't exactly go to the cage and cash out tons of chips at once... They pocket their chips (leave with winnings) and cash out some as needed. Cashing out smaller denominations and amounts at the cage allow for you to fly under the radar.

AP's that play slot machines... Well, there aren't many +EV games to play... The ones that there are the big hands don't require W2G's. AP's aren't usually playing $5 VP or more unless they are really rolled for it but they make most of their money from the smaller wins rather than the bigger ones anyway... IE Bonus Poker all the money is in the Two Pair payouts...
Do you really think the casino only identifies blackjack winners at the cage? Don't you think they watch what happens at the tables?

You're correct, but they are usually in and out before they are really found. They don't exactly throw out their Presidents card or 7 Stars card, or wait to color up... They just bounce.
