I think Frank said he was able to play only the "older, slow machines" two at a time. The new, modern machines were fast enough that he played one at a time.

This is absolutely true, and Rob even notes this in the explanation of his special plays. They do not provide the expected return that the conventional plays offer. However, when Rob gets lucky and his special plays happen to hit, he is able to reach a win goal and stop playing. There you go Arc.
