So I researched this and it appears to be exactly like I figured. The Democrats didn't have explicit language the money can't be used for abortions. Republicans claim lack of explicit exclusion means she was "sneaking it in".

Where am I wrong here? What exactly did she "dump"? Can you find any reference to the actual content of what she tried to include in the bill?
