What I don’t understand is how someone you’d assume has at least a small amount of intelligence as they were able to get a law degree, thinks this is a good idea or that they can get away with it.

Portland was a Wide Open city toward the end of the last century, very hip, vibrant and above all a party town.
It would not be surprising for the attorney to think the driver wouldn't care, especially if as it seems the teen consented.
Odds are good that the lawyer gave the driver a rather large tip, hoping to buy his "discretion."

The challenges are ambiguous. Go read the wording and phrasing of the challenges and how it's set up. How can one challenge something where he says things are not posted in real time, and the challenge is only good for the duration of the trip? As soon as someone attempts to challenge him, he will/can just say his trip is over or some BS. They are crafted in such a way that he knows no one can really challenge him.
How can someone show proof that he has lied about a particular winning session without knowing the day and time of the session prior to making the challenge?
No one can go into one of these "challenges" without the parameters being pinned down while being bounded by sensibility. If someone is serious about seeing one of these challenges through, it would happen. That's how negotiations work....how deals are made.
I also know that no gambling challenge is verifiable stone-cold proof unless a witness were to walk side-by-side with mdawg 24 hours/day and for an agreed-to number of days.

I didn’t see any inconsistency with the story. Passengers sit behind the driver & there is usually a privacy window so it’s not like the cop watched the whole thing go down and also knew the exact age of the girl too until the lawyer bragged.
Apparently banging in limos is not super uncommon & drivers don’t check ID prior or watch what passengers do the whole time.
