State police are full service. Highway patrol is for safety response and enforcement on roadways. Basically they will gain some additional powers resulting from the switch.

Here we go where? The CHP is the State Police in California since about the mid 90's. The State Police started there in the 1800's. The Highway Patrol formed sometimes after the automobile. Then the State Police merged into the CHP giving them the broadened powers they have today. This is what has or is taking place in many States across the US. So in Cali they are one in the same now.

There is a distinct technical and legal difference where they are still separate. Those differences are what I initially stated. The Highway patrol is often just a detail of the State police.
