This is totally false. In California, Nevada, Arizona and New Mexico, "Highway Patrol" is full POST LEO powers, the name is just misleading.
In those states they are probably a division of the state police. Which is what is happening with the Nevada merge. Here's Wikipedia on highway patrol.
