The California Highway Patrol (CHP) is a state law enforcement agency of the U.S. state of California. The CHP has patrol jurisdiction over all California highways and are also known as the state police. They have jurisdiction statewide and can enforce law enforcement powers anywhere within the state. California Highway Patrol can assist local and county agencies and can patrol major city streets along with local and county law enforcement, state and interstate highways and are primary law enforcement in rural parts of the state.
Here we go where? The CHP is the State Police in California since about the mid 90's. The State Police started there in the 1800's. The Highway Patrol formed sometimes after the automobile. Then the State Police merged into the CHP giving them the broadened powers they have today. This is what has or is taking place in many States across the US. So in Cali they are one in the same now.

There is a distinct technical and legal difference where they are still separate. Those differences are what I initially stated. The Highway patrol is often just a detail of the State police.
