From everything I heard so far, the kid is not structuring, he is simply circumventing the limits. He should get paid, period.
When like 90% of tourists in Las Vegas are from out of state.
Crossed state lines sounds like some sort of nefarious thing, but people are allowed to cross state lines and gamble at casinos in different states.
No one is limited to gambling in casinos only within their state of residence or Nevada’s gaming industry, (Not to mention Oklahoma’s) would be devastated
