Not dropping to your lowest or initial bet at the start of the shuffle is basic AP Blackjack. I am surprised she didn't add that when she does this (doesn't do this rather, just writes about it), that she doesn't make some sly silly remark in her high pitched whiny voice about how she is expecting to win, "to throw them off."

And reducing to minimum bet is not the correct thing to do if you've been shuffle tracking and have an idea of what is coming after your targeted cut. If you're playing a table that has manual shuffle or are able to insist on it at a private table, the advantage rules are more complex, but still don't require thousands of manic posts discussing what to do.
