Comey was ordered by Loretta Lynch to clear Hillary. And Lynch got her orders not to prosecute from Obama. Have you ever heard of the FBI Director clearing someone of a crime? That's not his/her job. Loretta Lynch was the top dog prosecutor. She's the one that should have made that speech on whether to charge Hillary or not, not Comey.
