MGM pre-banning suspected money launders, others considered risky for their license

LVRJ put out an article about how MGM is changing things, and pre-banning people suspected of wrongdoing or illicit funds, even without proof.

One such person on Twitter shared the letter he received, which came as part of this effort:

MGM was recently fined $8.5m over similar matters to what earned Resorts World a $10.5m fine. Both had Scott Sibella in charge at one of their properties during the times in question, and both were alleged to have looked the other way during money laundering activities.

Here are 8 changes MGM is making:

— Formalized a process to escalate reviews within the compliance department for patrons with multiple suspicious activity report files.

— Spending more than $1 million on anti-money laundering compliance.

— Ordered additional enhanced training for casino marketing staff, emphasizing its responsibility to know its customers, including their source of funds, and to report any suspicions to the compliance department.

— Added an awareness campaign for all line-level employees about anti-money laundering compliance responsibilities.

As part of "formalized a process to escalate reviews within the compliance department for patrons with multiple suspicious activity report files", it is believed a number of people recently recevied ban letters like the one above.

This is not expected to affect APs, aside from the ones whose sources of funds are in question.

Drug dealers would repeatedly bring grocery bags of small bills to the craps table and buy in for $9k. Most of the time they would lose it all. But occasionally they would win $50k+ and take a check.

There are numerous ways to get a check from a casino.
I have had at least 100 checks issued to me from casinos, not including jackpot winners.

I had so many checks issued to me at one group of casinos that they finally called me to ask to come in and explain what was up before they would issue me my pending checks. I did explain, they were happy with my explanation and just asked me to limit getting checks to x per month since with was causing extra work for their accounting department. If people are wondering why I was doing that, I'm just going to say that it was nothing nefarious, it was just a +EV situation, and I will leave it at that.

You can get checks issued from casinos without losing or winning a penny.

You can get a check issued in an amount for MORE than you actually won.

I also said there were places where you could insert money, not play, cash out and get a check.

Imagine this, MGM banning losing players while high fiving those winning millions.

None of my properties are land locked or in desolate area's. Both places are within less than 30 minutes to towns.

Much of my California property isn't easily accessible with a car unless it's a wheel drive. However, it's off a highway the creek is easy to cross by foot. Also I have access on both sides of the road to other smaller parts of the property. It's also less than 40 minutes to a big city.

My Washington property does have a 30+ acres island that needs a.new bridge since the other one washed out. The main part of the property is accessible just fine
I just moved my 35 foot class A on to my property without issues. I thought there could be since there's some rough areas down the driveway.

This Pham242 guy is the one who posted the ban notice I shared in the original post here.

I know nothing about him.

Keep in mind that many of these dudes screaming about their innocence on social media actually aren't. For example, perhaps Pham is associated with known bookies. Perhaps there's good reason to believe he's money laundering. Perhaps he's an AP being fed cash by others, and thus didn't have a reliable source of funds. Perhaps he's acquired his money through some other illegal way, and they noticed he was dodging source of funds disclosures.

There's a ton of possibilities here.

I don't believe they just booted a whale with zero reasoning behind it.

For someone to money launder successfully at a casino he would need to convert cash to check and there is no way to do that any longer at table games. The casinos will not issue a check for anything over a verified win at the tables.

What these illegal bookies were/are doing makes sense, for them - they are laying bets to further and support their business. They are not simply converting cash to check.

Not only does Wizard have no credibility regarding anything to do with Mdawg after allowing himself to be played by Dawg over and over (probably played and paid), but something like what is being discussed, how to receive a check from the casino, is not in Mike's field of expertise. Of the people involved in this discussion, Axelwolf is the expert. If he says he can get a check from casinos in ways that others (including myself) might not be aware of, then he almost assuredly can.

Like most here, I know nothing about depositing cash at the cashier or whatever. I've never needed casino credit or the help of a host etc. So instead of making guesses I asked the FBI (my nephew) and if anyone really wants to know the ins and outs of casino money laundering, I'd encourage them to ask the agency too.

It is not possible these days to deposit any amount of cash with the casino cage and get a casino check for that amount--or less if you've lost--when you want to withdraw it. I don't know about the wins because I didn't ask that, but I'd expect a check is OK if you want one.

The answers are out there; all you have to do is get up off of your lazy fat asses...and ask.

There are usually ways to get around a casino's rules. Perhaps not all the time at all the casinos, but certainly sometimes at some of the casinos.

I tried to make a bet regarding this with Mdawg, but it seems that Mike advised him against it, as Mdawg didn't know all the ways it could be done. After that, Mdawg then made sure to include AT THE CAGE FOR TABLE GAMES, and other aspects. I never said anything about getting checks from THE CAGE or for the tables, I said...from the casino. If someone needs a check related to gambling from a casino for whatever reason, they don't care where it's from. Im sure you could still get a check from the cage after playing table games, even after having lost money.

FYI, I sent recorded proof and documentation(paperwork), where the casino told me they were CTR'ing me, and they said the form they were using was for a CTR(it was a different form, but they said it was for CTR). I even had them clarify with a manager.

Granted there are two sides to every story but you don't seem to be denying the basic facts of his desert narrative.

And you'll note that I at least occasionally respond to you directly versus the way I just turn on the AI quote machine when it comes to UNKewLyingJ, so it means that I recognize that you have accomplished some things and grant you that respect. But your foible is that you jump in to try to appear the expert on most anything (very UNKewl of you), and often without even reading closely enough whatever is being discussed to know what the actual issue is.

tell me he hasn't received a check from any brick and mortar casino in at least a decade, and probably two.

Today, casino Compliance will not issue a check for other than a verified win, and only up to that exact amount of the verified win.

All the checks I receive for some time now include in the memo verbiage to this effect

In this particular situation, I kept depositing my winning chips until, end of trip, I withdrew them all via check. That particular winning check was mid six figures, and dates from this year - I have many such checks from this year alone, and one or more seven figure ones from this year. I can and have shown Wizard close to seven figures in winning checks in just a six month or so period a few or so years ago, and he posted about some of these online at WOV, verifying having seen them, and would have kept doing so until one or more jealous WOV members cried to him about that practice and asked him to stop with the verifications.

As a matter of fact, the year he was verifying all those wins was the same year I made the "about even" accommodation post to get my Adventures of MDawg thread unhidden, so there you have it, the impossibility of that I could have other than won big that year.

Concurrent with all those winning checks I was providing actual logged in video of my player accounts corroborating the year end wins.

(And if cash was placed on deposit to make the win happen, the check cut will not include a penny of that cash.)

As a credit player, every check I get is only for a verified win. Period. Since no cash is involved.


Wolf just has some dim recollections of yesteryear when he spouts on about any of this. I know what is going on today.

day 2: Player buys in for 10k and loses 10k.

day 3: Player buys in for 10k, wins 14k. he requests a check for that win and the check says "verified win". Player (dawg) than posts a picture of the check claiming he won 14k. But he really lost 6k for the entirety of his 3 days play. he just neglected to mention the other 2 losing days.

IIRC The entire subject was based on money laundering via casinos. Therefore, we were not talking about conventional regulations, rules, standard practices, etc.

"Depositing cash in a casino" for clarification, please define what you mean by that. Obviously, cash would be used in exchange for something, chips, credits, free play, tournaments or bets of some sort. But no, not deposited into the casino as front money, etc.

How much are you willing to bet that I can't get a check issued from a gaming establishment without losing or winning a penny? None of your silly rules, IE, you have to do it at XY or Z casino at the cage, the check must say this or that, blah blah blah. My only rules would be that it's in NV, they have gaming, it's related to gambling, I start with X amount of money, and I get a check for that amount. In this case, 3 sides.

I can confirm there was a situation(I didn't even know there was a gas issue until I was woken up and informed of the situation) at that point there were no good options, all gas stations were many miles away and we were going to run out of gas nowhere near any gas stations either backtracking, or going forward.

Some people are probably wondering why I would want 100s of checks issued to me from the casinos.

A few casinos in Las Vegas were giving 100 coin four-of-a-kind bonus coupons for cashing casino payroll checks only. Initially, they were paying $200 on a $2 9/6 JOB. The value was about $160-$180 per coupon(eventually they went down to $100 max.) At the beginning, I had a few friends who worked for casinos who would play for me. While that was fine, it was a small pain in the ass. After paying them, it cut into profits, and they could only do it every few weeks.

I needed to find a way to get more casino checks without becoming a casino employee; that way, I could play 1 to 2 times a day, including my GF and a reliable friend, and mix it up. You could do one each per shift without them noticing. At one time, I ran 25 in one week.

I knew you could send in your sports tickets with self-addressed stamped envelopes, and they would send you a check. I wasn't sure if it would work, but fuck it, it wouldn't hurt to try. Sure enough, it worked. The casinos with the 4oak bonus coupons would assume you worked for the other casino and give you the coupons when you cashed the checks.

There was one casino that didn't have the other casinos' sports book checking account in their system, but it didn't take long for them to add it, and now I was able to cash the checks and get the 4OAK bonus coupons.

Occasionally, a cashier would notice you had checks from different casinos or frequently had a "paycheck". You couldn't avoid eventually seeing the same employees. I just told them I was a small independent business that deals with multiple casinos.


Eventually, one of the casinos I was getting checks from had me and my Gf come in and speak with them before they would issue our checks. They couldn't figure out why I was sending in so many sports tickets when I lived in Vegas, frequenting the sports books, and could simply cash them in. They were concerned about fraud of some kind. I was honest without giving too many details, and they accepted my explanation. They didn't like all the paperwork and asked that I take it easy.

I figured it was something like that... some sort of promotion for getting and cashing a casino check. Couldn't you have also mailed in TiTo vouchers and they would have sent you a check? Players from out of town often forget to cash those vouchers before they leave town. You would have run into the same situation where the casino would have wondered why you were mailing it from Las Vegas instead of cashing in person, but I think they have to cash it and mail a check.
