I think this is true. But the problem is when you don't have good information to go on, you end up just wandering around in the dark banging your head into walls. The narrative was beat into us from all directions, so of course people made some bad decisions.
The German people were told over and over that the Jews (and other groups) were the root of their problems... they used fear and mass censorship to accomplish this and we all know how that turned out.
