I'm going to try and help with the interpretation of the rules as I see them for what they are likely to be

you can gay bash to your heart's content

but you can't post a video of you and your buddies beating the shit out of some gay guy - although there have been some pictures - so pictures are a grey area

you can throw around the N word to your heart's content and all other verbal forms of racism are allowed but you can't post a video of you and your buddies taking any physical action against persons of color

you can abuse females for example saying that they "shit on the floor" but you can't post a video of you and your buddies having too much fun with any unwilling females

you can threaten somebody's life but you can't post a video of yourself actually killing another member - for example blowing off their head with a shotgun

videos of you and your buddies torturing a person are not allowed - but again, pictures are a grey area

but I think you can kill another member if you want, and then post IN WORDS ONLY of how you did it and how enjoyable it was

Your problem is you are not seeing this for what it is. This is a forum where the owner is fairly absent. The rules are a guideline. Druff isn't selectively going out of his way to enforce anything. He's actually healthy enough mentally to not desire to use his power on this dumb crap. You contrast this to other places but it really isn't comparable. It is just the case of a lazy owner wanting to spend time on other things in life.

On another Website that I belong to, the Admin is MIA most of the time and the Website runs like a self policing Website. MOST of the main Posters on that Website are settled down middle aged Adults in their 50's and 60's, so the place is not run like an anarchy, free for all Troll infested place, it has a LOT of decorum.

Prime example, made a fart joke on one Website that was mostly filled with young adults in their 20's and I got a LOT of laughs, even the ADMIN was laughing. I went to the mostly middle aged filled Website and said the same fart joke and they were disgusted and offended. Posters were like,"I am a 60 year old Grandfather, I REALLY don't find your fart joke funny. It's disgusting and offensive . I will be reporting your fart joke to the Admin when he logs in again." I was stunned that one Website, I got lots of laughs and the second Website, they were disgusted and offended and wanted to report me.
